i'm thinking this would involve the use of CCD's [Charge Coupled Devices] in photo-electric photometry and the use of electrical devices instead of the using the naked eye [in the past].

I think this dotpoint has a lot to do with photoelectric photometry and photomultipliers.

(From Excel)

Photomultiplier: converts weak light into a stronger electric current.

This current is easily read and since it is proportional to the light input, weak light intensities can be accurately measured down to magnitude 24.

Also, the time to pass through the photomultiplier is 10^-8 to 10^-9.

This fast response coupled with the proportional response of the current makes it an effective detector of starlight. :)
