Hi,

Are there simply no tuition fees (besides union etc.) for PhD studies? With APA, would it be better if I'm enrolled in the program before applying?

I think you get a HECS scholarship for postgrad research degrees if you are a local student.

I think you need to be accepted into the PhD program before you apply for an APA.

Yes, but bear in mind UNSW only offers 100 every year, so I guess it would be pretty competitive across all unis. You can obtain APA-equivalent scholarships which are financed by research grants, departments, etc. It would be best to contact the department at each university about scholarships.
