for the usyd exchange program, the booklet says that
"15 oct is the last day to collect the application kit for exchange during the second (july) semester of the following yeay"
if i want to go next year, are we meant to apply it now? 1 year earlier?

Well if thats what it says you can be fairly sure thats what it means

Yes, because the exchange office has to go through all the applications and select the ones they want to nominate. Then they send your application to the overseas university early next year, some may also require you to do a separate online application directly to the overseas university. Then they take quite a while to process as well.

The whole process takes about half a year or more to complete, so you definitely need to apply now to be able to go on exchange in semester 2 next year. There are heaps of stuff involved, and I'm not sure you can meet the deadline if you just found out a while ago. It took me a few weeks to get all my academic references last year.
