I'm a First Year, and I've been wanting to transfer to another degree, but the page for Internal Program Transfer (IPT) states that I need a certain WAM (different for each degree) and 36 Units of Credit (UOC). Now of course after the first semester, I can only complete 24 units, so is there a way for me to transfer to another degree for next Semester?? Or do I have to wait until next year to transfer?

No, not internally. You will have to wait for the semester 2 transfer period which is usually late semester 2.

You could apply via UAC again for Semester 2 entry (will cost you).

Just go back to your UAC details in high school, and change your preferences. I changed degrees half way thru the year too.

I'm a first year and I re logged into uac and changed up my preferences. Just put them start date "relevant date for semester." I got another offer without paying anything.
