Yeah, you can get into semantics, but essentially if a question asked you to assess something you could pretty well answer it the same way if it said evaluate. The question would be worded slightly differently, but the idea is the same. Don't get too hung up on the exact meaning, it's how you approach the question that is the most important thing.

yea assess is pretty much this was the most significant (and then explain why), this was also significant (and why), and thsi was igsinifaicant (and why)

u.e assess teh significance of augustus building program in maintaining his image..ud have to say why the building program was important( or unimportants..btw it was significant) by contrasting it with other tatics used...ie foreignb policy and religion reforms...and show how the building program had a greater affect on teh masses (increased standard of living, daily reminder, gradiosing of rome..plenty of pionts). More or less its a case of ranking somethin in importance.\and explaining why u came up with that ranking!
