Ironically it's another religion, the Green religion, that stops governments building things like dams to help alleviate the water crises.
In fact I seriously believe that this will do more to help bring rain, than anything we can do about climate change will help that problem.

If people actually take time to laterally recognise the need for water they will be more conservative with it's use and waste less water. It wont bring water but it sure might save water.
