I hardly go as far to say that. I think it's more a bit of a blanket ban on forums etc. I would say the majority of students have some form of internet at home anyway (at least from surveys done at my school that was certainly the case).

That being said when I was at school BOS wasn't blocked, so I could forum away in my free time.
