What should your first sentence of a BST Essay look like when responding to a 'Discuss' Question?

All sources say the first sentence should always be to answer the question, but how can you do that with a discuss, where you provide points both for and against?

Heres an example.

Question:
“Discuss the effectiveness of financial management strategies in improving business performance.”


Strong thesis:

While financial management strategies may be limited by external economic constraints, they are largely effective in improving business performance through enhancing profitability, liquidity and decision-making.
