Can you find out what textbooks you need for semester 1 (and 2 if possible) online, before the 28th?

If not, how and when can we?

Similarly, check your faculty's handbook as sometimes they list textbooks under the UoS sub-sections.

It is not OK. Lecturers will check your bags every time you enter a lecture room and if you are caught with a slightly outdated textbook you will be expelled and sent to Azkaban. The choice is yours.

It is fine. I would even suggest that would be a better option rather than buying locally considering the potential savings.

I would recommend you wait it out until your first lectures/tutorials before you make the decision of buying textbooks. Depending on the subject you have chosen, textbooks can be highly useful <----------------------> waste of money.
