Likely. ATARs will be higher than their corresponding UAIs (except for right at the top).
According to the UAC Guide 2010, a 2008 UAI of 64.00 corresponds to a 67.05 ATAR.

uai/atar estimators tend to be less accurate the further they are from 99.95
