So to change my degree I have to apply through UAC, but what will my chances be of getting it? I'm curious to know since it would mean I would have to drop out of my current degree to avoid the financial penalties after the census date. If I continue my degree and change after the first year and transfer a few credit points it will still make me pay for this years study, i'm stuck on what to do.

depends on what ur tarnsferring from and to and when you're planning on doing it
if they're gonna look at ur high school results (usually when you've completed <1 yr full time uni), then you probably know the outcome from the cut offs
in terms of applying in august after you've almost completed 1 yr, they (depending on what ur transferring to) will take ur uni results into account which will probably be a successful transfer if you have around a credit WAM/GPA
idk about ur census dates but usually there is one every semester and you wouldn't have to pull out with financial penalty
