Just as an example if a human has changed their mind on what they want to study

For main rounds they put down Bachelor of X and now they want to do Bachelor of Y

Can they decline B.X and try out for future rounds to get an offer for B.Y?

You don't need to decline it. In fact, you haven't even accepted it yet.

It is recommended that you accept your offer of B.X on the 16th (this ensure you would still have a place at university if you don't get B.Y later). After you accepted your offer, change you preference (on UAC) so that B.Y is above B.X.

In the late round (30th, I think), you may/may not get B.Y as your offer (depending on your ATAR, late rounds have a different ATAR cutoff than the main round. Note: some courses don't have late rounds.).

If you do get an offer, decline your B.X and enrol in B.Y.
