Yeah thats why I think its sort of odd. Either way, if we had the silver ions in the conical flask with the indicator, then the silver ions would just form a precipitate with the dichromate. Then, our burette would have the Cl- ions, which wouldnt really make sense. The dichromate is in a very small quantity, so only a very small amount of AgCr2O4 has been produced. Hence, as we add, say 10mL of our Cl- solution, there might not be a very defined colour change, since our indicator has already been consumed. I think it would be a very bad titration, but I agree that the question makes it seem like this.
