For Category B(>1600 cc) - it is $68,501 [about 60k AUD]

That's what you need to pay before even buying the car (also much costlier than in Australia!). Then on top of that I believe you pay and pay for right to drive into the CBD which make up about 20% of Singapore island.

So it'd cost say about $100k Aussie for the privilege to own & drive a Honda Civic!

Have you got it mixed up with negative eugenics, where people with bad genes are sterilized/killed? Positive eugenics only refers to incentivising people with good genes to breed.
