Is it possible to begin your first year of university doing a degree such as economics and then at the end of your first year pick up a second degree such as commerce? This would mean doing 1st year commerce while doing 2nd year economics.

I hope I explained it well enough.

It largely depends on what university you're at because you may only be able to pick up certain degrees. You might be able to do a Business/Economics, but not an Arts/Economics.

Then I would have absolutely no clue, but I daresay that while you can pick up degrees, you can only pick up pre-determined ones.
