Go to your BIOS and turn off any "Wake on" options like Wake on LAN, Wake on Ring/Modem, Wake on PME, etc.

This probably isn't particulalrly helpful but I had a pc connected through modem to phone line and everytime somebody rung the phone the computer would turn on. Not sure exactly how this works, but it may be worthwhile trying to pinpoint some event that is going on everytime the computer turns on that may be mixing up some signals somewhere.

This is what I mentioned above - its a feature called Wake On Modem or Wake On Ring. It is designed so that you can remotely wake your computer - this feature can be turned off in the BIOS.
