"12. No student may commence level II courses until 30 units of credit of level I courses have been successfully completed."

Why would it be 30 units if you can only complete 24 units at a time in any semester [since first-years can't overload] and each unit takes the entire semester to complete? Wouldn't that be saying that you can't take level II courses until after 2 semesters, so essentially in the second year? How is that any different to the regular B Science degree?

There are uni courses that students can take during high school, so by the end of semester 1, they could have completed 30 UOC already.

I would say they are not very strict with this rule. You can do a level II course in your 1st yr 2nd semester as long as all your other units are level I and you completed 24 units of level I courses in your 1st semester. Few of my friends and I managed to complete a level II course (BABS2202) in our 1st yr 2nd semester.
