Can anyone explain to me why the answer fro Q20 of the CSSA Business Trial is C (Rights issue) and not B (placement)?

I got it wrong too haha (the only one -.-) Well the discounted part is right but a placement would be given to institutions or investors NOT shareholders (which was what the question said) or something like that, doing it off the top of my head but thats the only difference I've found between the two and hence why it was C and not B.
