So, once registered I'm to log into My Library, click the 'document delivery' link, and then request obscure articles published only in Slovenia. Sounds simple, and so it should, as this is what the library website told me to do, and the library website is usually pretty simple.

Now, problem: where is the 'document delivery' link in My Library?

Not sure if this is 100% but I found it in the help section of MyLibrary:

Books and other items
  • Find the item in the Catalogue
  • Click on the location Storage
  • Fill in the book Storage Request Form
  • Where possible, the item will be delivered to the library of your choice within 2-4 days
  • Items are held for collection for one week
  • Library staff will not photocopy items
Journal articles
  • Find the journal in the Catalogue
  • Click on the location Storage
  • Fill in the journal article Storage Request Form
  • Where possible, articles will be scanned and emailed to you within 2-4 days
  • Items unsuitable for scanning may be sent to the library of your choice and are held for one week
  • Library staff will not photocopy items
  • Colour images can only be scanned as black and white
  • Items unsuitable for scanning or transport may need to be used at the Storage facility
Never really requested anything, but I hope this helps. If all else fails, ask a library staff. :)

should be just on top of pay fines online

should read "Request items from document delivery"

however, you might not be eligible, you need to be Honours or above to access it i believe, however given your HSC is 2004 i'm guessing you are?

QFT, honour or above to access it.

You can also request document delivery through "Forms" ->"Request an article" if you are looking for a journal article.
