This is the best idea since they decided to follow up decades of effective "designated driver" encouragement with passenger restrictions for those who are too young to afford taxis, and too old to watch tv with the parents on a saturday night.

Why is there such an emphasis on the Learners part of the process?

Basically once you have you red P's you are set. Your next goal is waiting around and doing a computer simulated test that is easy as hell. If anything, leave it at 16, leave it at 50 hours (too late I know) and give more practical tests, much the same as red P's.

It just doesn't seem to make sense to me.
