I'm going to assume that is the price after the discount.
Let the original price of the ipod be x.
0.6*x=431
so x=431/0.6=$718.33

why did you get 6/10 for the original price? I don't get it?
Because if I have something original price, I pay 100%.

If I have 40% off, I am paying only 60% original price.

60% is the same thing as 6/10.

So I am paying 6/10 of the original price, hence 6x/10.

60/100 isn't wrong, but you don't want to over complicate things unnecessarily.

Remember that 60/100 is the same as 6/10 so best to simplify it.

You could simplify further by writing 6/10 as 3/5.

His working is just saying that 60% of a number (x) is 431. So 60%, 6/10, 60/100, 60/1000, 0.6 .....all the same thing.
