I was wondering if emf (electromotive force) can be negative?

And what formula would you suggest to use for the following question?

Q1.2
A model plane has wings that are each 2.55m long. If the plane is travelling at 84.0km/h in a region where Earth's magnetic field has a vertical component of T. What emf could be produced in the wing?

Of course it can. The negative sign in Physics just signifies the direction.

And what formula would you suggest to use for the following question?

This is out of the current syllabus. If you're still interested used EMF=Blvsinθ
