Somehow I can dial 112, 911 and 000 without unlocking the keypad first does this happen with all mobile handsets?

yes its a standard with all mobile phones incase the person is unable to unlock the phone.

FYI when you type 000 is says "Dialing Emergency Services" on the info display, not "Dialing 000". Wow!

112 and 911 are programmed into basically all handsets, 000 is programmed into Australian handsets and Australian SIM cards.
