I started studying at UTS in semester 2 this year, and I got an email saying its almost time for enrolling in 2018 subjects
do i have to enrol in subjects for the whole 2018 calendar year or can I just do it for 1 semester, because what if my schedule changes in the second half of the year?

You enroll for all the subjects you'll be doing in that year. If your schedule changes then you can just withdraw before the census date.

After I withdraw, I can re-enrol in that course but with a different class time right?

As in re-enrolling a different time like next semester/year or the same semester?

If it's before the census date and there is space in that different class time then yes you can still re-enrol.
