I think it could only be passed by individual governments.

I hate the idea, we would be in a world where only the big businesses could succeed. If everyone had to patent an idea when they created it (not knowing the future implications) creativity would be frozen.

Where would we be if CERN had patented web browsinge, without an internet that exists today.
