Don't actually do that with the magnet.

Does it need drivers or something installed?

HDD probably die if it not loading on your USB drive...

The HDD isn't dead, it works in a desktop but doesn't work in a laptop, therefore, the problem lies with the laptop. I'm guessing the laptop's USB controller can't supply enough current, a 2.5" HDD needs like 500 mA on +5 V DC and a 3.5" HDD needs like 1000 mA on +5 V DC.

lol, a Samsung SpinPoint F3 1 TB (probably the fastest consumer mechanical HDD) only costs $59. Anyone who pays that much ($179) for a 1 TB drive is seriously getting ripped off.

Click start, type "computer management" and open it, then click on "disk management".
the virtual cd drive(of the WD HDD) is shown in disk management and it has been assigned a drive letter.. BUT the actual drive isn't shown in"disk management" and doesnt load up in "my computer" and isnt assigned a drive letter
