choose colours that will compliment your eye colour and dress.
eg. bright blue eyes can be complimented with pale blue eye shadow..
try fake eyelashes too. but dont full go overboard with the black eyeliner cauze then you'll look really goth!

I have a Napoleon pack of brushes that I got as a gift (so I don't know how much they are...) and since then, smokey eyes have been really easy.

So invest in brushes, I don't think they'd be over $50. (and if they are, then I have a generous friend :))
They are they are really expensive napoleon in particular!!!

I agree with white. Try silver... just not too much that's all.

Or you can do what I do and take the focus off my eyes and go hawt red lips!
