Can Flame test be used to identify all elements?

not all of them, because some burn with the same colour, and some dont' have a flame colour at all.

I think the important ones are:

Barium (Ba) Yellowish Green
Calcium (Ca) Yellowish to Orange Red
Copper (Cu) Blue Green
Lead (Pb) pale Green

it's also only a confirmation test, since a number of the elements exhibit similar colours

agreed as per above... usually flame test are only good for metals... and there are certain metals (eg lead) which should not have flame test done due to health risks.
