Can you have a negative force between two parallel plates. What about if you specify which direction it is heading

Everything in physics depends on your definition of the axis... So yes, you can have a negative force. Also force is a vector, so in saying it's negative really is only saying that it's opposite to the positive version (you don't have any sense of which direction the force is acting). You could also specify the direction of the vector relative to your defined axis. In the HSC though, they usually give you the axis or an easy multi choice question with shit like this.
