What is the structure of a formal letter. If a person is speeding while he/she is driving and is charge for it. Then, he/she like to write a letter to make a pledge for instance, what format does the letter have to be in. At the top do u write your address or the address of the receiver or do u write it at the bottom , i always can't remember this :)

Top left of the page should be the address and telephone number , date, name, title, organisation and address of the person in whom you are writing to.
Top right should be your details.
If it is a speeding fine then you do not have to write a letter of explanation. At the back of the ticket are details for you to fill in for a court hearing. (Unless this was only an example?) :)
