free programs to create vectors and animated GIFs (1 Viewer)

i would like to create vectors to create new images for layouts for my website.

i would also like to manipulate images to create animated GIFs.

are there any good free programs out there that are reasonably easy to use?

Try looking for programs that use Scalar Vector Graphics (SVG). SVG is supposed to be THE graphics format for the web. You don't even need a graphics program to make SVG images, but only if you're talented enough. All you need to create SVG is notepad and an SVG viewer .
A freeware graphical program to create SVG is Inkscape

ah. I know of (and use) a great program for creating animate gifs. "Ulead Gif Animator" allows animation from scratch and also has the option to import other formats such as avi and mpeg into gif format. Not only that, it outputs files in not only gif format, but also swf (although not vectored). Unfortunately, it IS a commercial program. If you can get your hands on it (somehow), I highly recommend it.
