from some multiple choice question i see in front of me, cross subsidisation appears to be where a product, which would be more expensive to provide in one area, is subsidised so the cost is equal despite the costs of providing the product to different geographical areas

the question here talks about telephone users in remote areas, pay the same line rental as those in cities, despite the difference in cost of providing the service.
