In circle geometry, when we say an angle is standing on an arc, do we mean it stands on the major arc or the minor arc?

Draw the chord whose endpoints are the endpoints of the arc.
The chord divides the circle into two segments.
The angle lies in one of those segments.
The arc it stands on forms a boundary of the other segment.
So you can't make a general statement about 'major' and 'minor' arcs.
