Protection of rights = Are right/s in question adequately protected? Cite case law i.e. the
Social Security act 1991 protects right to income.
Acessibility = How accessible is the legal system? Take into account time, cost and other barriers including lack of translators etc.
Resource
Efficiency= How well is the legal system / courts / ADR's founded? Does this impact on access / attempts to attain justice?
Equality = Is the legal system, in question, treating people as a whole fairly and equally due to the above and other factors including gender bias and trial by media
PAREE is a pretty good way to do that I think.
