How can I come up with a good focus question for my investigation?

HELP!
I'm doing the Sabra and Shatila Massacre of 1982.

The problem is, there is heaps of information about the incident, but not the events leading up to it, or roles of certain people.

My proposal is due tomorrow.
What to do? What to do?

Could do it regarding how the events are interpreted through history/by different historians?

Read, read, read. Try researching different areas - the State and university libraries, the Internet, journal databases etc etc.
