Do you need a conclusion in a business report? Our teacher says the executive summary acts as a conclusion, therefore an actual conclusion isnt required

There is no set structure for a business report but yes leave a page to do the executive summary as it may change throughout the report and instead of a conclusion, do a recommendations of how the business or whatever should conduct their business.
