You need a combination of both. Obviously they arent going to give a scholarship to an idiot just because they have done lots of extracurricular activities, but they wont give it to someone who isnt and all rounder either.
That said, it is easier to bullshit extracurricular stuff than intelligence

Have a look around at some uni's scholarship pages - most do offer some kind of assistance/scholarship to people with financial problems, even if it isnt a full scholarship. Plus, I dont think they will require as many 'other commitments' as it is for financial assistance as a pose to normal scholarships who are given even to people who would have no trouble paying for uni.
If you dont get one you should be okay if you go through HECs. You only have to start paying for your uni fees once you are earning a specific amount each year (im not sure on the exact amount) and then it comes straight out of your income so it doesnt feel like you actually have to fork out all this money.
