Say that I want to get into combined law at USyd but I'm 50/50 on whether I'll get over 99.65, so I decide to apply as a full fee paying student... Can I change my full fee paying status to csp status after first/second... year?

I've heard of some people doing that so I was just wondering if that is still possible.

There are no full-fee places for undergraduate domestic students anymore, only CSP (HECS) and international places. There hasn't been any full-fee places for a couple of years now.
