I've been hearing whispers about an external examination called STAT [not sure if acronym is right]. It's like an IQ test or something and you have to pay for it. Supposedly you take it in year 11 is is necessaery for a number of courses. So is this true? And if so, can anyone provide details?

There is such an examination. I am not totally sure what it is exactly, but it does exist; quoted from a member on a forum related to the STAT test. "a STAT test is a test you can take if you didnt get the uai that you need" [I just searched 'stat test' in the search option].
