its not like there are any threats to their sovereignty that would justify it

2020 the battle of australia
the invasion will never eventuate, they will open a 2nd front against russia too early and spread themselves too thin
iran will move to secure the iraqi and saudi oilfields but will be decimated and need their chinese allies to bail them out

it is quite normal and natural that military modernisation is needed so that their military aligns with their gdp growth. this is common sense.
your question can also be applied to the united states.

regarding the topic, China isn't too concerned about this methinks from what i've read. ofc they already know enough about the usa's cold war strategies. they won't work twice.
