Basically, I'm doing HSC past papers

and I came across this question:
Explain the tension between communities’ interest and Individual rights and freedoms within the criminal justice system.

Hope this isn't too late, but it definitely relates to 'the extent to which the law balances the rights of victims, offenders and society' theme; of which you could discuss diversionary programs and the relative 'justice' for victims, or initiatives like victim impact statements.

do I need to talk about the effectiveness of the law against a criteria

or is it just talk about the actual concepts regarding the community tension etc...
