Ie, there was a policy in NT and WA a while back (not sure if still present) that ran on a three strike policy. You stole anything three times, and its mandatory that you get locked up.

Got quite silly when someone got jailed for a year for stealing something like $20 worth of biscuits.

Oh right. Well.. eh. I'm ambivalent about the whole thing because I don't know if it'd be effective. Is it practiced successfully anywhere else in the world?

I think mandatory sentence for teenagers and other young adults. Way too many people assault police, no regard for law, etc.
Get away because there first time to court. They get away for a few times, then go juvenile for a month or so, then there back out.

If we kept them locked up for 1 year, for assaulting Police (teenagers), i doubt they would do it again.

By assault I mean : Punch/Kick, and obviously assaulting with a weapon. However a slap by a woman can be more leniant lol.

Murder doesn't have to be pre-meditated. It doesn't even have to be intentional, the perpetrator of a reckless homicide can be convicted of murder provided their mental state wasn't compromised at the time.
