i dont think you can move up to the hsc 3u course without first doing the prelim course...best bet is to do 3u from the start =D good luck

we talked for like an hour and a half discussing all these stuff about 3U and all :]
out of the 6 - 7 people that asked to move up, i was the only one that was allowed to due to my results from yr10

i gotta work really hard to do real good now :]

That's little bit ridiculous. You just started your Year 11!

You should be able to change the course within the first few weeks if not until the end of the first term.

If you are realy dedicated enough for 3 unit, go for it. You won't regret it considering many advantages that can potentially come about (e.g. high scaling, good course in general i reckon, LOL)

that is correct , i did it, i moved up to 3 unit from 2 unit

As far as I know, Iyounamu was right on the money. You can't "switch" to 3u at the end of Y11 due to the Prelim requirements. In any case, it would be stupid to do so, seeing how it's not like upgrading your maths, rather starting a course 1 YEAR LATE.
