As the question instructs you to use the property 'when x is small, tanx = x', I assume tan ruling is not what you are meant to do.
Method:
Let the angle subtended be x
tanx = 30/4000
= 3/400
as tanx = x, and tanx = 3/400
thus x= 3/400 radians (using the property
convert 3/400 radians to degrees to the nearest minute (x180/pi) for the final answer
