Im wondering how you hide the percent sign, and make the value appear to be a decimal & acts as the percentage.

Ie; 9% appearing as 9, but acting as 9%

click on the cell, press ctrl + 1 and then select the number tab

Thanks, but it doesnt do what I need it to do, unless your talking about custom or special format.
Ive tried looking in Excel Help to no avail

Changing Percentage to any other would make the 9% become:
General: 0.09
Number: 0.09
Currency: $0.09
Accounting: $0.09
Date: not right
Time: not right
Fraction: Not right
Scientific: 9.00E-02

thats bcoz 9% = 0.09, its a maths equation and u cant tell excel to quit doing its maths just make the cell =(the number * 100) or something
Im not sure I get what your saying.
Are you saying make the cell that is 9% become = 0.09*100 = 9?
This would change following formulae based on the 9% to become multiplied by 100. Which would be very bad (unless I could then divide by 100)

Is there some other method that anyone knows of (maybe some kind of special or custome format or maybe some other technique)

I have solved it, but have further problems.

Is their a way to have non-slanted Arial font in MS Excel 2003?

How would I got about achieving this at size 10 font?

In addition to the header/footer

BTW its an existing spreadsheet
