Chloro starts with C and bromo starts with B, therefore, bromo goes before the chloro and hence, A.

the bromo and chloro go in alphabetic order, but the numbering is different. the numbering has to be in such a combination that it gives you the lowest combination. In A, you have 1s, 2s, and 4s as opposed to 2s, 4s, and 5s. You pick the one with the lowest numbering, then put them in alphabetic order.
