yea, i would structure it thematically based on the 4 different phases
1. 1917-21: reactionary (adhering to communist ideology, established comintern, protect national self-interest etc)
2. 1920s: normalisation (normalisation of relations, treaty of rapallo, foster global alliances)
3. 1930s: collective security (began to isolate themselves to prevent exposure)
4: 1934-39: nazi-soviet non-aggression pact (form a united front against germany)
and just mold it around what the question's asking ig
