Samsung Galaxy SII or Nexus is the way to go.

Excellent phones imo, I've got the Nexus and I've played around the SII many times.

well to start off with, what do you really want in a phone? are you planning on using it for web surfing/browsing? do you want games? do you want to text or call more?

is that $30-40 with a cap?
or $30-40 on top of a cap?

I'll assume with a cap.

You should decide first whether you want an Android based system, an iphone system (ios) or something else like windows based, or that nokia one.
Personally I would go Android.

And from the Android phones, i'll lead towards Samsung as they've pretty much been the industry leader for Android Phones.
Just recently they've become the top maker, beating apple, nokia, and all others.
