Could a reason that arrenhius can't account for nh3 being basic, be that he doesnt account for the role of the solvent as h20 donates a proton to water?

I mean it’s also just the fact that Arrhenius defines a base as something which dissociates into OH-, and NH3 doesn’t do that

H2O donates a proton to NH3. The Bronsted-Lowry model of a base is any substance that is a proton acceptor.
