syllabus dot point: "identify the origins of cfcs and halons in the atmosphere"

But, aren't cfcs and halons man-made? How how do they originate "in the atmosphere" if they're not made in the atmosphere? Does it mean 'how do CFCs and halons get into the atmosphere'?
